國際人道法適用所有國家

每一宗武裝衝突都是獨一無二的。但國際人道法對於保護平民的要求放諸四海皆準：不得蓄意或無區別地攻擊平民，不得劫持人質，不得為個別人員的行動懲罰平民，不得剝奪或扣留人道援助。
