Since his election in 2018, President Ibrahim Mohamed Solih has failed to enact promised reforms to the justice system or counter threats to free expression, peaceful assembly, and media freedom. The Maldives still criminalizes adult, consensual same-sex sexual conduct, which is punished by up to eight years’ imprisonment. Those who promote the rights of LGBT people, women, and other “secular” issues have been harassed, targeted, and threatened on social media by extremist Islamist groups.

Despite the government’s commitment to reaching net-zero emissions by 2030, the authorities do not adequately enforce their own environmental protection laws and prioritize development projects over the protection of local communities and the environment.
